Position PRINCIPAL ASSISTANT BURSAR (1)
Description

The
Principal Assistant Bursar
is responsible for supporting the Bursar in the effective management,
coordination, and oversight of the University’s financial operations. The
position provides leadership and technical guidance in financial management,
accounting, budgeting, financial reporting, internal controls, and compliance
with applicable financial policies, regulations, and accounting standards.




Duties

·        
Financial Consolidation:Ensuring
that an accurate monthly trial balance is produced
Produce IPSAS Compliant Consolidated
Financial Statements from multiple subsidiaries and ensure         intercompany
transactions are reconciliations are done.





·        
Reporting: Prepare
monthly management accounts, quarterly forecasts, and annual statutory
financial reports.





·        
Compliance & Standards: Ensure
all entities follow relevant accounting frameworks like IFRS or IPSAS. Also
comply with the relevant regulatory frameworks and statutory requirements.  





·        
Audits: Lead
internal and external audit processes, answer auditor inquiries, and resolve discrepancies.





·        
Budgeting: Help
design yearly group budgets and monitor financial performance against targets.





·        
Internal Controls: Maintain
consistent financial policies and risk controls across all business units





·        
Authorizing payments in the
group companies





Any other duties as assigned from time to time


Qualifications And Experience

·        
Applicants must have a first degree
in Accounting;



·        
A Master’s degree in Accounting, MBA
or MBL;



·        
A professional qualification such as
ACCA/CIMA/CGI/CPA or significant progress towards attainment of one.



·        
Applicants must have at least five (5)
years hands on experience in an accounting environment;



·        
Knowledge of computerized accounting
packages such as Pastel would be a distinct advantage;



·        
A thorough understanding of the
Shared services Model in group operations




Skills

·        
Strong knowledge of accounting principles, financial management, and financial reporting.





·        
Excellent understanding of budget preparation, monitoring, and control.





·        
Knowledge of public sector and/or university financial management systems and
procedures.





·        
Statutory requirements.





·        
Proficiency in accounting and financial management software and Microsoft Office,
particularly Excel.
