Position SENIOR PROCUREMENT OFFICER- COMPLIANCE (1)
Description

To monitor and ensure compliance of procurement
and contract management activities with the Public Procurement and Disposal of
Public Assets Act, organizational policies, and best procurement practices,
promoting transparency, accountability, value for money, and effective contract
governance in support of organizational objectives

Duties




  •          Monitor compliance with procurement
    laws, regulations, policies, and institutional procedures.
  •          Review procurement plans, bidding
    documents, evaluations, and contract awards to ensure compliance.
  •          Ensure procurement activities are
    conducted through the e-GP system in accordance with statutory requirements.
  •          Conduct procurement compliance reviews
    and identify areas of non-compliance.
  •          Prepare compliance reports and
    recommend corrective actions.
  •          Maintain accurate procurement records
    and ensure proper documentation for audit purposes.
  •          Provide guidance and training to staff
    on procurement laws, policies, and best practices.
  •          Monitor contract
    implementation to ensure compliance with contract terms and conditions.
  •          Liaise with regulatory authorities and
    auditors during procurement inspections and audits.
  •         Monitor procurement risks and recommend
    measures to strengthen internal controls.
  •          Promote ethical procurement practices,
    transparency, accountability, and value for money.
  •        Perform any other
    procurement compliance duties assigned by the supervisor.

Qualifications And Experience

  •    BCom
    (Hons) Degree in Purchasing and Supply, BSc (Hons) Degree in Supply Chain
    Management, or an equivalent qualification.

  •    CIPS/
    ZIPS membership will be an added advantage.

  •    Minimum
    of three (3) years' relevant experience in a procurement environment.

  •    Sound
    knowledge of the Public Procurement and Disposal of Public Assets Act and
    electronic Government Procurement (e-GP) systems.

  •         Sound knowledge of procurement laws,
    regulations, and the Electronic Government Procurement (e-GP) system.
  •         Strong analytical, problem-solving, and
    attention-to-detail skills.
  •         Good communication, report writing, and
    interpersonal skills.
  •         Ability to plan, organize, and manage
    multiple tasks while meeting deadlines.
